Members
of the St. John's Harbour ACAP Board of Directors celebrate the
Federal funding announcement
|
Today,
at a press conference held at the Battery Hotel in St.John's, Premier
Roger Grimes announced that between the provincial government, our
municipal councils, and now the Federal government, all parts of
the funding needed for the sewage treatment plant is agreed on!
Mr.Grimes had a meeting with Allan Rock, at which time Mr.Rock Stated
that they are definitely contributing their one third of this project!
After fighting so very hard to achieve this funding, we at St.John's
Harbour ACAP would like to thank every one involved.

6th Urban Watersheds
Conference
St. John's Harbour ACAP, in conjuction with FLOW
(Friends and Lobbyists of the Waterford River), is hosting the 6th Urban
Watersheds Conference to be held at the Legion Community Centre on Park
Avenue in Mount Pearl. The slogan for the event is "Clearing the Waters

Contract Awarded for Interceptor
Sewer
Pyramid Construction Ltd. has been awarded the contract (valued at a little
over $2 million) for the construction of additional sewer capacity, which
will go underground in the vicinity of Newdock. This additional pipe work
will be connected to the newly constructed Waterford Valley relief trunk
sewer which extends out from Pier 27, where the sewage goes through a
diffusion process.

John's Harbour ACAP Holds It's Annual General Meeting
St. John's Harbour ACAP hosted it's
7th Annual General Meeting at the Fluvarium, which drew approximately
80 officials and concerned citizens. ACAP welcomed two special guest speakers
to this year's meeting; Douglas MacDonald from the Massachusetts Water
Resources Authority, and Steve Campbell from the Greater Moncton Sewerage
Commission. Both gentlemen shared their experiences in acheiving sewage
treatment for their respective areas. This has been a valuable learning
experience for ACAP in helping us plan more effectively towards our sewage
treatment goals.

ACAP's
Board of Directors were also pleased to accept the nominations of four
new Directors to it's Board. They include Bruce Gilbert, Richard Hendriks,
Kathleen Parewick and Janine Piller. All four are well-known for their
dedicated approach to tackling community issues.

Community Ecosytems
Initiatives Workshop
St. John's Harbour ACAP Co-executive Directors
Diana Baird and Beni Malone attended the Community Ecosytems Initiatives
Workshop in Cornwallis, Nova Scotia. Some interesting statistics were
pointed out. As of 1994, only 7% of Canada's population receives no
sewage treatment of any kind. Compare this figure with 52% for the Atlantic
Provinces, and appproximately 85% for Newfoundland (100% for St. John's)!

ACAP Paper Presented at 20th Canadian Waste Management Conference
A paper entitled, "Assessing Water/Sediment Quality in St. John's
Harbour Newfoundland", written by Shawn Powell of St. John's Harbour
ACAP was presented at the 20th Annual Canadian Waste Management Conference
in Hamilton, Ontario.

Update on First Phase Works
Excavation of the pump house site has been completed on the south side
of the Harbour and tenders have been called for construction of the
new outfall and diffuser along with the extension of the Waterford Valley
Relief Truck Sewer (WVRTS). The deadline for the receipt of these tenders
is July 3, 1998.

Baseline Water/Sediment Quality Study
Completed
The study,"St. John's Harbour Environmental Data Summary 1969-1997"
has been completed and is available for viewing at the ACAP office.

New Surface Run-off Study
A new study has been undertaken by St. John's Harbour ACAP that
addresses the problem of pollutant loadings into the Harbour due to
surface run-off. This study will involve strategic sampling of storm
water that discharges directly into the Harbour and Waterford River.
It is hoped that a better understanding of surface run-off contributions
will be gained so that possible remediation methods can be suggested.

New St. John's Harbour ACAP Board Members!
Three new board members were elected at the ACAP Annual General
Meeting: Bruce Pearce, Fred Smith and Eric Salter. We are looking forward
to benefiting from their vast knowledge and experience. We thank former
board members Frank Dolan and Jerome Manning for their dedication and
contribution over the past couple of years.

Harbour Clean Up Launch Ceremony!
Many government representitives along with Premier Brian Tobin met
at the Harbour's south side to mark the official launch of the St. John's
Harbour clean up. Premier Tobin said in a speech that he was committed
to seeing the project through, and promised to match the $1.5 million
contribution by the municipalities for this fiscal year. In addtion,
he agreed to form a task force to investigate avenues for long-term
financing for the project.

Phase I is a Go!
The City of St. John's initialized the harbour cleanup project by
awarding the first tender last Monday. Excavation work has begun to
build a pump house on the Southside Road. After 500 years, we are finally
starting to clean our mess. But much still remains to be done...

Update from December 22 Oil Spill!
Charges have been laid as a result of an investigation by Transport
Canada in connection with an oil spill from a fishing boat on December
22, 1997. Samples were taken from several ships in the harbour, and
a match was found linking the Japanese vessel Koyo Maru #16 to the spilled
oil. Stayed tuned!

Update on First Phase
Works
Six proposals in all were received by the City of St. John's in
response to the call for tenders for the first phase of work in the
sewage treatment facility construction. The 4.5 million dollar project
will start with excavation for the future pumping station site. Awarding
of the contract is set to take place around the middle of January.

Oil Spill in St. John's Harbour
A small oil spill in St. John's Harbour was reported at approximately
8:30 pm. The spill was observed to run from Pier 19 to Pier 24. An emergency
crew from the Canadian Coast Guard used an absorbant boom to contain
the spill. An investigation by Environment Canada is ongoing. Keep watching

Baseline Water/Sediment Quality Data Study
Work has recently begun in order to gain a better understanding of the
Harbour condition. Research is being undertaken into past studies of
the Harbour, developing a comprehensive monitoring program for water
and sediment quality, and as well, developing both a current and historic
Geographic Information System (GIS) for St. John's Harbour. Tentitive
date for completion of the study is May 1998.
