Join us to help protect river systems on the Northeast Avalon. Come to a training session to learn about protecting our rivers.

As Newfoundlanders and Labradorianswe are all familiar with the joys as well as hardships that are associated with living
near water. While we are lucky to be surrounded by an abundance of freshwater, we have to understand that it is indeeda finite and precious resource.Not only are shorelines areas of rich animal and plant diversity, it is precisely from rivers and lakes where much of our drinking water is supplied. Everything we put on our lawns, wash down storm sewers and discharge in the sink eventually ends up back in our rivers and lakes. Damages to watersheds are hard to
reverse so, as homeowners, there are some important things you can do to help protect water quality!

AGM 2009
This year's AGM includes special talk on the "Northeast Avalon Regional Plan"
Northeast Avalon ACAP (Atlantic Coastal Action Program) is hosting its
Annual General Meeting and Election of Officers at The Fluvarium, Tuesday,
April 28, 2009 at 7:00 p.m.
This event includes a special presentation on
the provincial government's initiative to re-draft the Northeast Avalon
Regional (NEAR) Plan. CBCL Limited has been hired to be the lead consultant
for this initiative, and Mary Bishop, a planner with CBCL, will provide a
brief overview of the NEAR Plan project,
and the opportunities for public engagement into the development of this
Plan. Ms. Bishop will also share information on how this new regional Plan
might address issues related to watershed management, water supply, etc.
Please join us to learn more about this important project, particularly as
this Plan, once completed, will guide the manner in which future development
of the Northeast Avalon will unfold for many years to come. For more
information about this event, or to consider joining our Board of Directors,
please contact the NAACAP office at 726-9673.

Putting on the Pressure!
In conjunction with EcoAction and the Conservation Corps Green Team we are launching a project called “Putting on the Pressure!” This Green Team will be going around the region for the summer targeting areas where lots of automobile drivers will be congregating to speak with them about fuel efficiency measures they can undertake, including regular checking of their tires’ pressure, vehicle maintenance, and not idling their vehicles when stopped. A new poster is now ready to bring awareness for the Well Aware Project co-ordinated by the Conservation Corps of Newfundland and Labrador. NAACAP is a partner in this project.

Northeast Avalon Atlantic Coastal Action Program (NAACAP) is hosting the
Ninth Urban Watershed Workshop, March 27th at The Fluvarium. This workshop
will focus on generating input into the development of a new Water/Land Use
Plan for the Northeast Avalon region to ensure the health of our watersheds
are given due consideration in the face of increasing urbanization.
Our guest speaker, Dr. Norm Catto, MUN Professor of Geography, will speak on
"The Effects of Climate Change on the Watersheds of the Northeast Avalon."
Panel presenters will assist in clarifying the various components that
require consideration to ensure the future protection of our watersheds by
providing lessons from the past and insight for the future. Our panelists
include:
* Hilda Chaulk Murray, author of "Cows Don't Know It's Sunday," will speak
on historical perspectives on Land Management."
* Stan Clinton, retired Planner with Dept. Municipal Affairs, on how
watershed protection was incorporated in past Land Use Plans.
* Dr. Jo Shawyer, Professor Emeritus from MUN's Dept. Geography, will
provide insight on historical cultural development in the St. John's area.
* Richard Whitaker, author of "Urban Rivers in Crisis," will speak on
ecosystem values.
* Dr. Don Steele, Professor Emeritus from MUN's Dept. Biology and
longstanding member of the Natural History Society, will speak on watershed
planning from an ENGO perspective.
* Paula Dawe, Water Resources Division, Dept. Environment and Conservation,
will speak on developing a watershed plan.
* Alton Glenn, Town Planner, Paradise, will provide insight into the
development of the new Northeast Avalon Land Use Plan.

St. John's harbour cleanup will cost millions more (CBC News)
The price tag of the St. John's harbour cleanup is jumping by millions of dollars because of rising labour and material costs, city council said Tuesday evening.
Council has awarded the tender for the latest phase of the project, which involves sinking a five-foot diameter pipe under the water on the north side of the harbour from Beck's Cove to Waldegrave Street.
The work must be done by underwater divers, and the tender was awarded Monday for $1 million more than was expected. Full CBC News article here

CBS Mayor Discusses River Problem With DFO
The Mayor of Conception Bay South says he has met with DFO officials concerning the Kelligrews River. The river turned a muddy color over the weekend, which had area residents concerned. Capital Ready Mix says the problem came from normal washing procedures of rock aggregate at its Foxtrap quarry. The company has contacted AMEC Earth and Environmental to help with the assessment. Kelligrews Ecological Enhancement Project (KEEP)
NAACAP has frequently partnered with KEEP (Kelligrews Ecological Enhancement Project) to address water quality issues in the Nut Brook and Kelligrews River watershed. KEEP has recently contracted the services of ECDC (Extension Community Development Cooperative) to complete a Watershed Management Study for this river system. This study was funded by Environment Canada through their EcoAction Program. Link: Kelligrews Ecological Enhancement Project's website
KEEP is a volunteer, non-profit registered charity founded in 1999 to preserve, protect and enhance the natural environment for the benefit of present and future generations. As well as planning for recreational development of the area, KEEP conducts educational and research activities and oversees the condition of the waterways.
The purpose of the study was to begin a proc ess that would end with a watershed management plan for the Kelligrews and Lower Gully Rivers at Kelligrews in the town of Conception Bay South (CBS), near St. John's, Newfoundland. It is not a technical document but rather an exploration of the issues faced by KEEP in protecting these watersheds and of how these issues should best be addressed.

NAACAP happy to be involved in the upcoming Regional Science Fair
NAACAP is encouraging junior high and high school students to take an interest in science projects relating to the health of our watersheds. At the upcoming Regional Science Fair being held March 30 and 31, we are sponsoring prizes for the top three submissions within the watersheds category.
Prizes will include a cheque for $50 as well as a copy of "The Beothuck Way" by John Kitchen. This is a story about the Beothuck way of life in Newfoundland as seen through the eyes of a young Beothuck boy. New sewage treatment plant in $20 million overrun.

Municipal leaders in the St. John's region are at odds over picking up the tab of massive cost overruns for a new sewage treatment plant. The treatment plant now being built at St. John's Harbour is already nearly $20 million over the $93-million budget set seven years ago. Rising material and labour costs are likely to drive that figure higher.
St. John's city hall has asked the federal and provincial governments, the City of Mount Pearl and the Town of Paradise for extra money.
However, Mount Pearl Coun. Ed Grant told CBC News his council will not pay anything extra. "We don't have an open chequebook," Grant said.

Fishing Vessel Fined Over Oil Spill

A fishing vessel based in St. John's has been fined 25 thousand dollars for a diesel spill in St. John's Harbour. The incident happened on September 18th, 2004 while the boat was refuelling. The amount of fuel spilled was considered to be minimal. The vessel later pleaded guilty to charges of illegal discharge of fuel into Canadian waters and failure to have a contract with an oil spill response organization. Northeast Avalon ACAP is seeking interested individuals with a passion for your local area watershed to join us in helping to protect the river systems within the Northeast Avalon region. Our rivers rely on your eyes and ears to observe any changes – both positive and negative – over time, and to notify authorities when anything occurs that diminishes its health.
A community training session is being planned for Saturday, June 3 at The Fluvarium from 10:00 a.m. to 1:00 p.m. to learn the easy and basic techniques of stream assessment. All necessary equipment is provided and there is no cost to volunteers. People can choose which stream or streams they wish to help us protect over the summer. This is a great chance for interested members of the community to learn about and help care for their local streams and also meet other dedicated stream stewards. So please, register now by sending us an e-mail at info@naacap.ca and we will be in touch shortly to set you up to become a volunteer River Ranger!
